进口压力容器产品安全性能监督检验实施细则

一、  总则
        Chapter 1 General Provisions
        1、为保证进口压力容器产品制造质量监督检验质量,制订本细则。

        2、与进口压力容器产品制造质量监督检验有关各方及人员,均应遵守本细则。

        二、依据
        Chapter 2 Supervisory Inspection Basis
        1、中华人民共和国国务院令第373号《特种设备安全监察条例》;
        1 Special Equipment Safety Supervision Regulation(Promulgated by Decree No. 373 of the State Council of the People's Republic of China)
        2、中华人民共和国国家质量监督检验检疫总局令第22号《锅炉压力容器制造监督管理办法》;
        2 Supervision Administration Regulation for Manufacture Licensing of Boiler and Pressure Vessel.(Promulgated by Decree No. 22 of General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China)
        3、《压力容器安全技术监察规程》;

        三、监督检验内容
        Chapter 3 Contents of Supervisory Inspection
        1、对压力容器制造过程中涉及安全性能的项目进行监督检验;
        1. Supervisory inspecting the items related to the safety performance of the product during pressure vessel manufacturing.
        2、对受检企业压力容器制造质量体系运转情况进行监督检查。
        2. Supervisory examining the implementation of the quality system of the supervised manufacturer.
        四、监检项目和方法
        Chapter 4 Items and Methods of Supervisory Inspection
        1、图样资料
        1. Drawing and data
        (1)检查压力容器设计单位的设计资格印章,确认资格有效。
        (1) Examine the certificate of pressure vessel designer, confirm the effectiveness of its qualification.
        (2)审查压力容器制造和检验标准的有效性。
        (2) Review the effectiveness of standards on manufacture and inspection for pressure vessel.
        (3)审查设计变更(含材料代用)手续。
        (3) Review the approval formalities for design change (including material substitution).
        2、材料
        2. Materials
        (1)审查材料质量证明书、材料复检报告。
        (1) Check material certificate and material re-test report.
        (2)检查材料标记移植。
        (2) Check the transplantation of material identification.
        (3)审查主要受压元件材料的选用和材料代用手续。
        (3) Check the selection and formalities of substitute materials for main pressure parts.
        (4)根据ASME某些材料的特殊要求,确认焊接、热处理、加工工艺及检验工艺的正确性。
        (4)Confirm the conformity of welding procedure, heat-treatment, processing procedure and inspection procedure with the special requirements of according some material to ASME code.
        3、焊接
        3. Welding
        (1)审查焊接工艺评定及记录,确认产品施焊所采用的焊接工艺符合相关标准、规范。
        (1) Check the welding procedure qualification and their records, verify that the welding technology used in product production is in accordance with the relevant standards and codes.
        (2)确认焊接试板数量及制作方法。
        (2) Confirm the number and manufacturing method of the welding test plate.
        (3)审查产品焊接试板性能报告,确认试验结果。
        (3) Check the property test report of the product welding test plates and confirm the test results.
        (4)检查焊工钢印。
        (4) Check identification steel stamps of welders and welding operators.
        (5)审查焊缝返修的审批手续和返修工艺。
        (5) Check formalities and procedures for welding repair.
        (5)审查焊缝返修的审批手续和返修工艺。
        4、外观和几何尺寸
        4. Visual and dimensional examination
        (1)检查焊接接头表面质量。
        (1) Examine the appearance of welded joints.
        (2)检查母材表面的机械损伤情况。
        (2) Check the mechanical damage on the surface of base metal.
        (3)检查筒体内径与最小内径差,当直立容器壳体长度超过30m时,检查筒体直线度。检查焊缝布置和封头形状偏差,并记录实际尺寸。
        (3) Check the difference between maximum and minimum diameters of shell. Check the straightness of the cylinder of vertical vessel with height more than 30 meters, Check the arrangement of welds and the deviation of figure in head and record their actual dimensions.
        5、无损检测
        5. Non-destructive examination
        (1)检查布片(排版)图和探伤报告,核实探伤比例和位置,对局部探伤产品的返修焊缝,应检查扩探情况。对超声波探伤和表面探伤,除审查报告外,监检人员还应不定期到现场对产品进行实地监检。
        (1) Check x-ray film arrangement map and NDE report. Verify the proportion and position of NDE. For the spot-NDE pressure vessel, check the extension RT for the repaired welds. As for the UT or surface flaw detection, the supervisory inspector should conduct random on-site supervisory inspection in addition checking the report.
        (2)抽查底片。抽查数量不少于设备探伤比例的30%,且不少于10张(少于10张的全部检查),检查部位应包括T形焊缝可疑部位及返修片。
        (2) Check the x-ray films. The number of the x-ray films being checked should not be less than 30 percent of the whole and should not less than 10 films (including the x-ray films at T-joint, doubtful area and at the repaired area).
        6、热处理
        6. Heat treatment
        检查确认热处理记录曲线和热处理工艺的一致性。
        Check and confirm the correspondence between heat treatment curve and actual heat treatment parameter and procedure.
