1.       Purpose目的

To ensure right classification, proper  storage and disposal for wastes generated by site, meet the national requirements and requirements of Alfa Aesar 为确保工厂产生废物的正确分类、适当储存、处置，以符合国家相关法规的要求和Alfa Aesar的要求。

2.    Definition 定义

2.1.    Hazardous Waste:危险废物

Waste which may pose a present or potential hazard to human health or the environment when improperly treated, stored, transported or disposed of or otherwise managed. <State Hazardous Waste List of the PRC> can be referred while judging waste, attached waste lis for reference. 如不正确处理、储存、运输或处置、管理会引起当前的或潜在的人类健康和环境危害的废物。在判断废物时可参考《国家危险废物名录》,请参考附废物一览表

2.2.    Non-hazardous Waste: 非危险废物

3.    Scope 范围

All hazardous and non-hazardous wastes generated within the industrial finishes plant in China.厂内产生的所有危险及非危险废物。

4.    Procedure and Responsibilities 程序和职责

4.1.    Waste Classifications: please see attachments废物分类 请参见附件

Waste minimization is the most essential principle  in environment protection.减少废物产生是环境保护的最基本的原则。

4.1.1.   Repackage operator should completely empty the containers. Emptying should be kept at least two minute after the falling stream turned into drops.分装操作人员应尽量倒空容器。在液流变成液滴后，倾倒应至少持续2分钟。

4.1.2.   Waste reuse and recycle should always be considered first for treatment whenever possible.  A reuse and recycle waste list should be developed and updated on annual basis. 应当尽可能优先考虑回收利用废物。应形成可利用和回收的废物清单并每年更新。

4.1.3.   Waste reduction plan should be developed each year if practical. 如可行， 应制定废物减少计划。

4.2.    Waste Management废物管理

4.2.1.   Hazardous waste should be collected by the designated person in a closed container with proper label and be stored at the designated area. 危险废物应由相关部门指定人员收集到密闭容器内，正确标识并存放到指定区域。

4.2.2.   Wastes should be right separated and well marked in working areas, all wastes should be removed and not be kept overnight in working areas; the waste containers should be well sealed to decrease emissions in the working area.分类标识、工作场所废物当天运走，不得隔夜，工作场所装废物的垃圾桶应适当密封，以减少排放

4.2.3.   The empty container to be disposed  should be closed with lid to prevent rainwater fall during storage within the plant.等待处理的空容器应盖严，防止储存过程中下雨进水。

4.2.4.   Only licensed and qualified forwarder can be used for hazardous waste transportation. Waste transferring manifest should be attached in each waste delivery.只有有资质和经许可的运输商方可用于危险废物的运输。每批运输应附带废物转移联单。

4.2.5.   Non-hazardous waste will be collected by the contract cleaner and will be taken away for proper disposal by local sanitary company on a daily basis. 非危险废物由合同清洁工收集，并由当地环卫部门每天运走进行适当处理。

4.2.6.   Maintenance is responsible for scrapped equipment treatment and check if any contaminants in equipment 维修负责废设备处理。处理前应确认是否需清理其他污染化学品。

4.2.7.   Contractor is responsible for construction debris treatment and other waste they will generate. The treatment should be complied with relevant local requirements. 承包商应负责建筑垃圾和其他施工中产生的垃圾的处理，处理应符合当地相关部门的要求。

4.2.8.   Waste printer, fax and copy machine cartridge will be collected by the cartridge supplier as a regular practice 废打印机、传真机和复印机的硒鼓墨盒按惯例由材料供应商回收

4.2.9.   EHS should record waste classification, quantity, generation date, etc and communicate those information to company management monthly. EHS应记录废物类型、数量、产生日期等，并将这些信息每月与公司管理层进行交流。

4.3.    Temporary waste storage: waste storage room废物的临时存放:指定的垃圾房

4.3.1.   All the waste should be shipped out of the plant as soon as practical.  The maximum waste storage at the plant should be normally less than 3 days.  所有废物应尽快运出厂外，废物在厂内储存一般不得超过3天。

4.3.2.   The temporary area should be clearly marked. The floor of this area should be sealed and curbed to prevent leakage. 临时存放区应明显标识，储存区的地面应密封并有围堤以防止渗漏。

4.4.    Waste disposal contractor selection废物处理商选择

4.4.1.   The contractor should obtain specific permit and license from the authority as qualification evidence. 处理商应有政府发放的证书和执照作为资质证明。

4.4.2.   Before a contractor has been determined, EHS and relevant personnel should conduct a site audit for them to make sure their conditions and performance meeting Alfa Aesar’s requirements. HSE takes responsibility for the finalization of contractor.在供应商选定之前，EHS和相关人员应进行现场审核以确保其条件表现符合阿法埃莎的要求。EHS负责承包商的最终选择。

4.4.3.   The <Off-Site TSDF Facility Environment Checklist> can be considered as a reference during the audit. 审核时，可参考《Off-Site TSDF Environment Checklist》。

4.4.4.   Waste disposal contractor should be re-audited on annual basis or periodically.每年或定期应对废物处理商进行再次审核。

4.5.    Record keeping 记录保存

4.5.1.   Waste transferring manifest can be considered as hazardous waste disposal record and should be archived in HSE department at least five years.危险废物转移联单可视为危险废物处理记录,由环境、健康和安全部保存至少5年。

4.5.2.   Non-hazardous generation record and reuse& recycle record should be kept in the EHS Department for at least 1 year. 普通废物产生记录和回收再利用记录应保存在EHS至少1年。
